What To Expect With Your Point of Sale Septic Inspection
The North Carolina On-Site Wastewater Contractor and Inspector Certification Board has developed a set of requirements for every onsite wastewater point of sale inspection completed in the State of North Carolina. The licensed NC inspector Standards of Practice and minimum requirements are not optional. 1) A Pre-Inspection Contract
is obtained and signed by the client which may be the owner of the property, realtor, financial institution, buyer or seller in a real estate transaction.This signed contract outlines what services are to be provided and the cost of these services. It also provides what the septic inspector is required and not required to perform at the time of septic inspection.
2) Septic Tank Inspection Requirements
- Date Last Pumped
- Distance from house or structure
- Distance from well if applicable
- Distance from water line if applicable and readily visible
- Distance from property line if said property lines are known.
- Distance from finished grade to top of tank or access riser
- -Access risers if present or absent
- Tank lids noted/condition
- Tank has baffle wall and condition if present.
- Inflow to tank as noted sufficient
- Inflow to tank noted as insufficient or blocked
- Water level in tank is relative to tank outlet
- Outlet T is present and condition if present
- Outlet has filter and condition of filter if noted
- Effluent leaves the outlet noted
- Roots present in tank and extent of roots if noted
- Evidence of tank leakage
- Evidence of non-permitted connections ,such as downspouts or sump pumps
- Connection present from house to tank
- Connection present from tank to next component
- Percentage of solids in tank
- Inability to locate tank .System inspection cannot be completed until tank is located.
3) Pump Tank Inspection Requirements
- Distance from house or structure
- Distance from well or spring, if applicable
- Distance from property lines , if property lines are known
- Distance from finished grade to top of tank or access riser
- Access risers noted and type of access risers if present
- Condition of tank lids if present
- Location and condition of control panel
- Audible and visible alarms (as applicable) work
- Pump turns on and effluent is delivered to next component
- Unable to operate pump due to lack of electricity at site at time of inspection noted
4) Dispersal Field Inspection Requirements
- Type of System ( Conventional, Accepted,Innovative,Experimental, Controlled)
- Demonstration ( Pre-Treatment and Type of Pre-Treatment )
- System Type Description
- Distance from property line if property lines are known
- Distance from septic tank and pump tank
- Number of lines
- Length of lines
- Evidence of past or current surfacing at time of inspection
- Evidence of traffic over dispersal field
- Vegetation, grading and drainage noted that may affect condition of the system or system components
5) Distribution Box Inspection Requirements
- System has distribution box or system does not have distribution box
- Location of distribution box or inability to locate distribution box
- Condition of distribution box
- Inflow to distribution box is noted as sufficient
- Inflow to distribution box is noted as insufficient or blocked
- Outflow from distribution box is noted as sufficient
- Outflow from distribution box is noted as insufficient or blocked
- Water level in distribution box is noted as normal
- Water level in distribution box is noted as above normal
- Water level in distribution box is noted as below normal
General Exclusions
Inspectors shall not be required to report on:
- Life expectancy of any component or system
- The cause of the need for a repair
- The methods, materials and cost of corrections
- The market value of the property or it’s marketability
- The advisability or inadvisability of purchase of the property
- Normal wear and tear to the system
- The suitability of the property for any specialized use
Inspectors shall not be required to :
- Identify property lines
- Offer warranties or guarantee of any kind
- Calculate the strength ,adequacy, or efficiency of any system or components
- Operate any system or components that do not respond to normal operation controls
- Move excessive vegetation, structures, personal items, panels, furnititure ,equipment ,snow, ice or debris that obstructs access to or visibility of the system and any related components
- Determine the presence or absence of any suspected adverse environmental condition or hazardous substance, including toxins carcinogens, noise and contaminants in the building or in soil, water and air
- Determine the effectiveness of any system installed to control or remove suspected hazardous substances or predict future condition , including failure of components
- Project operating costs of components
- Evaluate acoustical characteristics of any system or components
- Inspect equipment or accessories that are not listed as components to be inspected in this section.
